- Bids can be submitted for all parts, and the maximum number of parts that can be assigned to one bidder is 1 (one) part. Pursuant to Article 78 paragraph 4 of the Law on Public Procurement ("Official Gazette of the Republic of Macedonia" No. 24/2019 and "Official Gazette of the Republic of North Macedonia" No. 87/21 and No. 14/25), the contracting authority may limit the number of lots that can be awarded to one bidder, if the public procurement notice, the invitation to confirm interest or the invitation to submit bids determine the maximum number of lots per bidder. In such a case, in the tender documentation states the non-discriminatory criteria or rules that will be used in deciding which parts will be awarded to a particular bidder if, by applying the criteria for selecting the most favorable offer, that bidder is the most favorable for more parts than the maximum number. Accordingly, Offer can be submitted for all parts, and the maximum number of parts that can be assigned to one bidder is 1 (one) part. For Part 1, the economic operator who offered the lowest price is selected. As an exception, if only one acceptable offer is submitted for any part of the procurement in question, that part will have priority during the evaluation, i.e. the selection of the most favorable offer, and the other parts with more submitted offers will be evaluated in such a way that the selected bidders for the priority parts, i.e. the parts with one acceptable offer, will in no case be selected for the rest parts.Post...
